Kelowna Parks Master Plan

Let’s imagine the future of Kelowna’s parks!

The City of Kelowna is creating a City Parks Master Plan to guide the expansion, development, and operations of our parks system as the City grows.

This master planning process will guide what the future of our parks in Kelowna will look like by defining a collaborative vision and goals. Residents and community stakeholders all have an opportunity to influence the decisions about the key priorities for our parks system over the next 20-40 years.

At this early stage in the project the aim is to learn about how people use our parks and what they care about. Your feedback will be used to develop the city-wide park vision and priorities.     The City of Kelowna is creating a City Parks Master Plan to guide the expansion, development, and operations of our parks system as the City grows. The Master Plan will deliver a framework to guide Council and City Administration in making both long-range and short-term decisions about the parks system. It will also provide the financial strategy needed to support and sustain the City’s portfolios of parks, open spaces and natural areas over the next 10 years.

    In summary, the final Master Plan will:

    • Set the City municipal parks planning direction
    • Reflect on City’s parks portfolio to date
    • Identify trends and evaluate City-wide needs, priorities, and opportunities
    • Define existing and best level of service standards
    • Provide a phased implementation strategy for improving existing parks and public shorelines, unfunded but Council-approved parks as well as the acquisition, location, and/or development of future parks.


    Phase 1 of the City Parks Master Plan is focused on reviewing the existing parks system, how it is used by the community, and what the city-wide priorities are for the overall parks system. At the end of Phase 1, the project team will create the overall vision, goals, and objectives for the parks system which will serve as the framework of the Plan. Subsequent phases of the project will include more in-depth analysis and engagement within the City’s five growth areas (City Centre, South Pandosy, Capri-Landmark, Rutland, and Midtown) on local gaps and priorities for the parks system.
