Background

Glenmore Recreation Park is a 11.5 hectare park at 289 Valley Road in the Glenmore neighbourhood.

Planning for the park was initiated in 2005, landing on a site in 2009 and receiving approval from the Agricultural Land Commission for the use in 2011. In 2016, a Master Plan for the Glenmore Recreation Park was prepared. Phases 1 through 3 were built from 2017 to 2021, including two sports fields, a fenced off-leash dog park, a cricket pitch, a parking lot and a stormwater detention pond. At this point, approximately half of the park area has been constructed. The remaining work includes an artificial turf field, sports courts, restoration of the ALR (Agriculture Land Reserve) Buffer and the Brandts Creek Riparian Area, a splash park, playground, skate park and other community park amenities. An Activity Centre and Field House are also planned for the park, though not currently funded. The City is looking for public engagement in January 2023 regarding preferred amenities and themes for the remaining phases.

The park will function as both a community park for Glenmore and a recreation park serving the whole City. So before commencing the next phase, the Master Plan will be updated and refined into a Schematic Design to ensure it best suits the current needs of both the community and sports users. Close coordination with the Kelowna Community Campus design of amenity planning will also ensure any gaps in municipal recreation amenities are addressed.

Details

Public engagement took place in early 2023. The Schematic Design will progress into Detailed Design and is projected to be complete in 2023, with construction starting early in 2024.

Glenmore Recreation Park will play a critical role as both a community-level and recreation-level park by accommodating active sports and events as well as community and wellness-based recreation. Glenmore Recreation Park is intended to complement the existing park system, including the other community recreation facilities parks in Rutland, Mission, and Parkinson Recreation Parks. Upper Glenmore is served by a chain of neighbourhood parks along Brandt’s Creek. Other improvements currently underway in the area include upgrades to Ballou Park.

Provision of this park will address strong demand for city-wide sports fields, recreation facilities and community amenities for Glenmore. The parcel is within the Agricultural Land Reserve (ALR) and will operate as a park under a Non-Farm Use Approval. According to the approval terms, the size of the two proposed buildings are limited. The Proposed Amenity Centre is planned for 12,000 sq ft and 3400 sq ft for the Field House. Additionally, landscaped buffers and fencing are required next to the adjacent farms.

A budget for $550k was included in 2022 for this design and project management work, and a budget request for $6.83m has been approved for construction in 2023. A further $15.3m has been identified in the Ten-year Capital Plan from 2027 to 2029 to complete the remaining phases but does not include funding for the Activity Centre or Field House.

During the public engagement residents and stakeholders will be able to participate in an online Open House, or online survey. Links are below.

Construction of the next phases are expected to work from the northeast corner of the park and work back out from the park, thereby creating a safe working zone and minimizing disruption to existing park users. The priorities for the next phase of work are the restoration of the agricultural buffer, sports courts, and the artificial turf field.
