Planning opportunities & challenges in the North Glenmore area
In 2022, the City of Kelowna approved the 2040 Official Community Plan (OCP). This plan guides how the city will grow in ways that are good for the environment and affordable to support. Most new growth is planned inside our growth boundary, mainly in existing urban centres and core areas, like Downtown, Rutland and Lower Mission. However, the OCP also says that, in the long run, Kelowna may need to look at growth beyond this boundary.
As part of this long-term planning, the OCP identified the area north of Glenmore (along Glenmore Road, between Glenmore Landfill and Lake Country, called “the study area”) as an area outside our growth boundary to study for possible future growth. This area was chosen for this study because of its location between existing neighbourhoods, growth in Lake Country, the amount of land outside the Agricultural Land Reserve and its proximity to major employment areas like the Airport, UBCO and nearby industrial lands.
In 2025, Council directed staff to work with Placemark (the consultant for the area’s landowners) to initiate this work with the goal of better understanding the benefits and challenges of potential future growth in this area.
