In 2023, the Provincial Government introduced new legislation to speed up housing development across BC. This included changes to the Local Government Act which require municipalities to update their Official Community Plans (OCPs) this year. The update is mandatory for all cities in B.C.
Because of this legislated requirement from the Province, the City of Kelowna is updating its 2040 Official Community Plan and is inviting residents to learn about what’s changing, leave feedback, and ask questions. Engagement is open from July 9 to August 10, 2025.

By December 31, 2025, the City must update its 2040 OCP based on its latest Housing Needs Assessment (HNA) - and BC Stats population projections - and align with Provincial legislation.
The required changes to the OCP must show:
- The City can meet its anticipated housing need between 2021 and 2041
- This means updating the City’s growth scenario to align with the HNA.
- Housing
policies address all types of housing
- This means updating housing policies across the OCP for clarity and consistency with the HNA.
