2040 Transportation Master Plan

Steer the future of transportation in Kelowna

The Transportation Master Plan is a long-range plan that will identify the transportation investments needed in Kelowna over the next 20 years to create a safe, cost-effective and sustainable transportation network.

The planning process includes an assessment of the existing transportation system, including roadway, cycling, pedestrian and transit networks. It considers existing travel patterns and behaviour, future travel conditions, estimates for changing technologies and the Official Community Plan's future land use assumptions. The plan will also include an implementation approach and evaluation tools.

    Key takeaways

    • Priorities rated as "important" by the most respondents included maintenance and renewal (64 per cent), transit (60 per cent) and biking (57 per cent).
    • Priorities rated as "not important" by the most respondents included education and incentive programs (28 per cent) and the Clement/Hwy 33 Extension (24 per cent).
    • A majority of respondents (75 per cent) chose to increase the transportation budget, and 64 per cent indicated they would be willing to pay more in taxes to improve transportation services.

  • Council sets direction for 20 years of transportation investments

    On Aug. 10, Council directed staff to continue development of the draft 2040 Transportation Master Plan ("TMP") based on 'Scenario 2,' a proposed package of projects, programs and policies designed to improve transportation in Kelowna over the next 20 years, coordinate transportation investments with land use planning, and help our economic recovery post-COVID-19.

    Staff presented Council with three transportation scenarios that described what can be achieved at different price points in terms of the extent and connectivity of the transportation network in 2040, greenhouse gas emissions, and optimization of travel times, among other goals.

    Scenario 2 funds improvements in all modes of transportation, with a focus on providing faster and more reliable transit service, improving biking and walking, safety improvements for all modes, and maintenance and renewal.

    A draft TMP is expected to be available for public review and input later this year.

    During the latest phase of engagement last fall 2019, residents took the planner’s seat in Kelowna’s Transportation Master Plan by providing feedback on projects, policies and programs that will help shape how we move around our city now and into the future.

    An interactive, online transportation budgeting exercise was available from Nov. 18 to Dec. 6, 2019.

    Congrats to Geoff, winner of the prize draw for a $750 gift card to a Kelowna bicycle shop.

    The interactive, online transportation budgeting exercise closed on Dec. 6, 2019. Residents were invited to take the planner’s seat in Kelowna’s Transportation Master Plan by providing feedback on projects, policies and programs that will help shape how we move around our city now and into the future.

    Thank you to everyone who participated. Results will be compiled over the coming weeks, and a summary of results will be provided in early 2020.

    The prize draw winner of a $750 gift card to a Kelowna bicycle shop will be announced by Dec. 13.
